Over 100 pages of protocols are organized to address schools directly under attack, and schools outside of the attack area. This protocol is meant to be added to TLC’s current comprehensive Trauma Response Protocol Manual or to a schools existing crisis team manual.

This was developed following 9/11 and is the result of debriefing hundreds of students, parents, teachers, social workers, counselors, administrators, secretaries, law enforcement organizations, representatives of various clergy, and cultural groups.

Note: Schools Response to Terrorism goes beyond standard protocols in place today for active shooting situations developed by many following the Columbine tragedy. It is not intended to replace those protocols, but to add to them to address other aspects of terrorism not generally addressed by current protocols related to maintaining a safe environment. For protocol related to safe environments we recommend Violence Prevention/ Intervention Readiness Handbook
